Delta State Mandatory Health Insurance Coverage Portfolios

The Delta State Contributory Health Commission shall provide a mandatory Health Insurance Scheme for all residents of Delta State.

This shall be a social health security system that will provide access to quality, equitable and affordable health services to all residents of Delta State.

Coverage in the mandatory scheme shall include the following:

  1. Employees in the formal public and private sectors organizations with 10 employees and above.
  2. Workers in the informal sectors such as artisans, self-employed, farmers, rural community dwellers etc.
  3. Vulnerable persons as may be defined from time to time for inclusion by the State Executive Council with guidance from the DSCHC.

The Scheme shall have the following components:

  1. Delta State Equity Health Component.
  2. This shall be a plan for vulnerable groups. A vulnerable person is one who by reason of physical, demographic or mental status is not able to engage in any meaningful economic activity for self-sustenance. These include children under five, pregnant women, elderly (above 65years) and less privileged. Other criteria for eligibility into the health plan shall be as approved by the State Executive Council on the recommendation of the commission. The point of entry shall be designated primary healthcare facilities.

  3. The Formal Sector Health Component.
  4. This shall be a contributory plan for all public sector employees and organized private sector employees as defined above wherein all shall make contributions as determined by the Commissions Board. The point of entry shall be designated public and private healthcare facilities.

  5. The Informal Sector Health Component.
  6. This shall be an affordable plan providing a prescribed package of healthcare services at prescribed contributions accessible to all residents not covered by the other health plans. The point of entry shall be designated public and private primary healthcare facilities.

  7. Other components not within I -III categorizations above e.g students in Tertiary Institutions
