KEY POINTS ABOUT THE DELTA STATE CONTRIBUTORY HEALTH SCHEME

  1. The delta state contributory healthcare scheme is a healthcare insurance program in which individuals or groups of people make contribution for their healthcare cost thereby giving them access to a defined package of quality healthcare services anytime they need it in accredited healthcare facilities.
  2. Contributing early towards healthcare prevents the burden of having to pay out of pocket at the point of receiving healthcare services especially in situation of limited funds.
  3. Contributions from everybody creates a pool of funds that will be used for healthcare services when needed, spreads the financial risk and ensures sustainability. When everybody contributes, there is enough to ensure everybody gets quality healthcare service at any time they need it.
  4. There will be support contribution for vulnerable individuals that cannot contribute from the federal government through the NHIS, the state government through DSCHC, international donors and philanthropists.
  5. Everybody that contributes will be enrolled into the scheme and will receive an identity card required to receive a defined benefit package of healthcare service from accredited healthcare facilities closest to them and of their preference.
  6. Premium contribution for the formal sector will be a percentage of salary for those working in organizations with a payroll system to cover the principal enrollee, spouse and 4 biological children below the age of 18 years.
  7. Premium contribution for the informal sector will be n7,000 per year to cover only an individual. Family registration will entitle a discount. Those in trade unions and associations will be enrolled under the identifiable group taxation program.
  8. Premium contribution for the equity sector comprising of the vulnerable people in the society will be paid from a pool of funds comprising the federal and state government grant support to the scheme and contribution from philanthropists and international donors.
  9. Public and private healthcare facilities will be accredited and registered by the commission to ensure they meet the standards required to provide quality healthcare service in delta state.
  10. Enrollees will be able to access healthcare services 60 – 90 days after confirmation of their contribution payment, to enable time for completing the registration process, avoid adverse selection and comply with other necessary requirements.
  11. Access to healthcare services will start from public and private primary healthcare facilities as the service entry point. Health service requirements that are beyond the capacity of the primary healthcare facilities will be referred to secondary and tertiary healthcare facilities, as required.
  12. Registration into the scheme can be done at the DSCHC head office no 10 DBS ROAD ASABA, the DSCHC liaison offices in the 25 LGA headquarter, the various DSCHC field registration agents locations spread across the various communities in delta state and at the commission website www.dschc.org.ng.
  13. The delta state contributory health commission will regulate, implement and monitor a mandatory health scheme and its entire operations for all residents of delta state.
  14. All service complaints from enrollees and healthcare providers will be investigated effectively to ensure continued quality of service. There will be complaint/suggestion boxes in all accredited healthcare facilities and a 24hrs call center for service feedback.
